The Institute of Museum and Library Services (IMLS) provides federal Library Services and Technology Act (LSTA) funding to states through its Grants to the States program.

In Pennsylvania, the Pennsylvania Department of Education’s (PDE) Office of Commonwealth    Libraries (OCL) administers these funds to support local and statewide programs for public, school, academic, and special libraries that are aligned with its IMLS-approved five-year plan.

Dr. Yvonne English Roebuck, business consultant and adjunct faculty, has accumulated more than 35+ years in marketing, communications, teaching,diversity, equity and inclusion facilitation and business leadership while working in corporate, higher education and nonprofit organizations. She served as the first National Director of Marketing and Talent Attraction for Vibrant Pittsburgh whose mission is to build a thriving and inclusive Pittsburgh region by attracting, retaining, and elevating a diversity of talent. She developed marketing, promotional and communications strategies, and worked with professional organizations to help them understand and create inclusive environments. In addition, she developed diversity, equity and inclusion curriculum, instructed and facilitated trainings, presentations and workshops.

As the first director of marketing and communications hired for a multi-state international organization, Yvonne built a multi-state marketing and communications team. She was responsible for internal and external communications, branding, public & media relations and crisis communications management. She served as a public information officer for Community College of Allegheny County (CCAC) and worked more than 17 years at a utility company and responsible for increasing market shares by building strategic alliances and establishing partnerships with trade allies. She serves as an adjunct faculty at Point Park University and taught courses at CCAC. 

Currently, Yvonne is working full-time as an independent consultant. Yvonne earned her Doctor of Education degree in Leadership and Administration at Point Park University. She earned an Executive MBA from Indiana University of Pennsylvania and a BS in Marketing from Clarion University. She was named one of Pittsburgh’s 50 Most Influential African American Women by the New Pittsburgh Courier; and is a graduate of XXV Leadership Pittsburgh.

Leading At Any Level is the foundational leadership workshop that provides participants with an opportunity to take ownership of their thinking, feeling, and actions for personal and career development.  The School Librarians' Leadership Academy and Leadership Institute for School Librarians build upon foundational learning with opportunities to develop personal leadership competencies at the local, state or national levels.
